What is the FMCSA Drug and Alcohol Clearinghouse?

The FMCSA Drug and Alcohol Clearinghouse is a secure federal database that tracks drug and alcohol violations committed by commercial vehicle drivers under DOT (Department of Transportation) regulations. This tool helps employers and other authorized professionals verify that drivers meet all federal DOT requirements before returning to safety-sensitive duties.

At Tampa Therapy and Rehabilitation Services, Kimberley May (LMHC, CAP, CEAP, SAP, CRC) serves as a qualified Substance Abuse Professional (SAP) and conducts DOT SAP evaluations for employees in safety-sensitive transportation roles who have violated Department of Transportation (DOT) drug and alcohol testing regulations. SAP (DOT) Return-to-Work Services

A DOT SAP evaluation is required for employees performing safety-sensitive functions—including commercial drivers, pilots, and other workers in the regulated transportation sector—who test positive for drugs or alcohol or refuse to undergo a mandatory test. This evaluation determines the appropriate education, treatment, or counseling the employee needs before they can safely return to their duties.

The DOT return-to-duty process

Kimberley’s evaluations follow the full process mandated by the DOT: Initial evaluation:
 

  • A comprehensive clinical assessment of substance use history and current functioning, resulting in a recommendation for education, counseling, or treatment.

  • Follow-up evaluation: Once recommendations have been met, a second evaluation confirms readiness and compliance with requirements for return-to-duty testing.

  • Follow-up testing plan: Kimberley establishes the required schedule of unannounced follow-up tests to ensure ongoing compliance and workplace safety.
